The Carbon Border Adjustment Mechanism (CBAM) is gradually entering its operational phase. Following the transitional period, the European Commission is now working on the practical implementation of the system.
To this end, the Commission has launched a public consultation on a draft Delegated Regulation. The draft lays down the practical arrangements for the sale and repurchase of CBAM certificates, the operation of the common central platform, payment procedures, applicable fees and the exchange of information with the CBAM Registry.
Why is this consultation important?
For companies importing CBAM goods, these implementing rules will have a direct impact on the administrative and financial management of their obligations. The way CBAM certificates are purchased, managed and repurchased will play a key role in the day-to-day application of the mechanism.
The European Commission is therefore explicitly seeking feedback from businesses and other stakeholders. This consultation provides an important opportunity to raise practical concerns and contribute to the final shape of the implementing rules before they are adopted.
Belmetal encourages its members to participate
Belmetal encourages all its members to take part in this public consultation. Practical experience and input from the metals sector are essential to ensure that the final implementing rules are both workable and proportionate.
Does your company have comments on the proposed procedures or foresee practical challenges in implementing CBAM? Then make use of this opportunity to share your views.
The consultation is open until 6 August 2026.
Together, we can contribute to a practical and efficient implementation of CBAM for the metals trade.
